
Finland’s Student Residence Permits
Finland has been intensifying its scrutiny of student residence permits to ensure compliance with immigration regulations. By the end of September 2024, 5,795 permits had been reviewed since the introduction of automatic reviews in September 2023. Among these, 264 permits were revoked, and 216 cases are still under review. The evaluations revealed that some students no longer meet the necessary requirements for holding a residence permit.
Why the Increased Oversight?
Under Finnish regulations, residence permits issued for periods longer than six months are subject to regular checks. The first review takes place three months after issuance, followed by annual reviews. These measures aim to ensure that permit holders continue to meet the conditions tied to their status, such as active enrollment in educational programs.
Streamlined Processing Times
Alongside stricter monitoring, Finland has made significant improvements in processing times for student residence permits. As of September 2024, the average time to issue a first student residence permit has dropped to just eight days, compared to 36 days in 2023. Extensions are also being processed faster, with an average wait time of 20 days, down from 63 days in the previous period.
Balancing Oversight and Attraction of Talent
Despite the tighter regulations, Finland remains committed to attracting skilled international students. The government is exploring initiatives to grant permanent residence to those who complete a master’s degree in Finland and pass a Finnish or Swedish language test. However, this proposal is still under consideration and has yet to be finalized.
This dual approach reflects Finland’s effort to maintain the integrity of its immigration system while fostering an environment that welcomes qualified global talent.
