
Slovenia's Requirement for Residence Permits in 2025
Starting November 1, 2024, Slovenia has implemented a new requirement for expats applying for a permanent residence permit. Applicants must now demonstrate basic proficiency in the Slovenian language to obtain or extend their residence permits. This requirement also applies to individuals extending their permits based on family reunification.
According to the Slovenian Ministry of the Interior, applicants must possess A2-level language skills. The policy aims to ensure that foreigners with permanent residence can integrate more effectively and avoid challenges arising from language barriers.
Exemptions to the Requirement
Certain groups are exempt from the language requirement. These include:
- Relatives of Blue Card holders.
- Family members of researchers working in Slovenia.
- Those holding a residence permit from another EU country while conducting research in Slovenia.
- Employees transferred within a company.
Individuals applying for a residence permit after five years of continuous residence in Slovenia.
Language Testing and Support
The Slovenian government has outlined a structured approach to implementing the language requirement. Applicants can take their first Slovenian language test free of charge, administered by educational institutions or organizations providing adult education programs.
Victims of violence and refugees are eligible for additional support through a free 180-hour language training program. Statistics from the Ministry of the Interior indicate that over 25,000 people participated in these programs this year.
With this initiative, Slovenia hopes to promote smoother integration for expats while supporting their ability to navigate daily life more independently.
